The African continent is currently at a pivotal moment in its development journey, as its major cities face a difficult challenge amid the pressures of climate change and the demands of rapid economic growth. In this context, the “Tangier Declaration on Sustainable Cities” has emerged as one of the most important initiatives aimed at making African urbanization a global model for environmental justice and sustainability.
A New African Vision for Cities
The Tangier Declaration, adopted in July 2025, sets out an ambitious vision to transform African cities into key players in the fight against climate change by placing carbon neutrality at the heart of their urban policies. The declaration is the culmination of the Regional Green Economy Forum, held under the high patronage of His Majesty King Mohammed VI, with the participation of more than 400 experts and officials from across the continent.
Fifteen Priorities for Urban Transformation
The declaration identified 15 priorities for driving African cities toward green transformation, the most notable of which are:
- Incorporate the goal of carbon neutrality into local urban development plans.
- Accelerate investments in renewable energy, clean transportation, and green buildings.
- Supporting natural solutions in urban planning to address the impacts of climate change.
- Developing new climate finance instruments, including green bonds and public-private partnerships.
- Establish transparent mechanisms for annual environmental assessment and accountability.
Tangier… A Bridge Between North and South
The initiative aims to make Tangier, and the broader Tangier-Tetouan-Al Hoceima region, a living laboratory for just climate transition, thanks to its geographical location, which embodies the link between Africa and Europe. The partnership between the region and the Global Green Economy Organization serves as a model for combining global expertise with local commitment to building carbon-neutral cities.
From Principles to Action
The Tangier Declaration goes beyond theory to serve as an actionable roadmap, with eleven African cities selected as pilot sites for bankable green projects in the areas of energy, water, waste management, and housing. An agreement was also reached to establish a digital platform to enhance cooperation and the exchange of climate data among cities.
Toward a Green and Just Future
The “Tangier Declaration” is not merely a diplomatic document, but a continental call for collective action toward more balanced and equitable cities. It is a declaration of political, economic, and cultural will, transforming the African continent into a space for green renewal and environmental citizenship, and giving its cities the opportunity to be active forces in the global climate battle.
